The short answer

Chesapeake is Dominion Energy Virginia territory. A grid-tied array produces nothing in an outage; Dominion's own net metering page says storage plus a transfer switch is what keeps the house up. A battery alone also does not qualify for net metering without an approved renewable generator.

Dominion says storage is what keeps the house up

Dominion Energy's Virginia net metering page states it without hedging: if electric service is out, a renewable energy facility is forced offline for safety, and the only way to supply the home from distributed generation during an outage is an energy storage system and a transfer switch. That is the anti-islanding rule working as designed — and the reason a Chesapeake array on a sunny afternoon still produces nothing while the street is dark.

A battery alone does not qualify for net metering

The same Dominion page says batteries may be included as part of a renewable generation system but do not qualify as a renewable generation source by themselves. A Chesapeake design that assumes a battery-only interconnection under net metering is starting from the wrong rule.

VPP pilot filed — launch expected Q1 2027 if approved

On December 1, 2025, Dominion filed for approval of a Virtual Power Plant Pilot under Virginia's Community Energy Act. Commission documentation on that filing states that if approved, the Company expects to launch the VPP Pilot in the first quarter of 2027 and for it to last through mid-2028. A Chesapeake battery bought today is a backup purchase first; any future program payment is not something this page can quote.

What a Chesapeake battery actually runs

Inland Southside outages are wind, ice and feeder work. The critical-load list is built from that, not from a coastal flood map.

Refrigeration and well or booster pumps

Southside lots and older neighbourhoods often have pumps that matter as soon as the grid drops. Starting current sizes the inverter; continuous draw sizes the battery.

Heating and cooling controls

Gas furnaces still need controls and blowers. Heat pumps carrying the whole house are a different order of load and have to be chosen on purpose if they stay on the critical panel.

Networking, medical equipment, sump pumps

Small continuous draws with high consequences. After heavy rain, a sump that loses power is how a backup conversation starts in Great Bridge or Deep Creek as often as a wind event does.

A reserve that ignores a program that is not open yet

Until a VPP tariff is approved and open, there is no event season to reserve against. The design reserve is for outages — ice, wind and feeder work — not for a pilot that the utility itself places in 2027.

The rules are part of the design, not the brochure

Storage installed and inspected is not storage that is allowed to run in parallel with the grid. What permission to operate actually checks and adding a battery to an existing array are the same sequence on Dominion as elsewhere.
