Blocking items versus correction items

Not every gap costs the same. A missing service-panel photo means the set cannot be drawn. The project hasn't started. A missing placard schedule means the set gets drawn, filed, reviewed, and then bounced with a correction notice, which costs a full review cycle instead of an afternoon. This checklist separates the two so you can tell a scheduling problem from a rework problem.

The pattern worth internalizing is that most permitting delay is upstream of permitting. Plan-review queues belong to the jurisdiction and no vendor controls them. What goes in a solar permit package?+

What is the most common reason a solar permit gets rejected?+

Incomplete intake, well before plan review. A set cannot be drawn correctly without site photos of the roof planes, attic, service panel and meter; roof measurements with pitch and azimuth per plane; the main service panel rating, busbar and main breaker size; the utility bill with account number and rate schedule; and confirmation of which AHJ the project falls under and what that jurisdiction currently requires. Does a solar permit package need an engineer's stamp?+

It depends on the jurisdiction. Many AHJs accept a standard residential plan set without a professional engineer's seal; others require a stamped structural analysis, a stamped electrical set, or both: and some require it only above a certain array size, on certain roof types, or in high wind or seismic zones. Because the rule is local, confirm it before the set is drawn. An unstamped set filed where a stamp is required is typically rejected at intake rather than reviewed, which costs a full cycle.

Should the utility interconnection application be filed before or after the permit?+

In parallel. Utility interconnection is a separate approval track from the building permit, with its own queue and its own requirements, and filing it after the permit is issued serializes two processes that could have run at the same time. Of the timeline levers a fulfillment team actually controls, as opposed to plan-review queues, which it does not, running interconnection in parallel is usually the largest.

Who is the permit applicant for a residential solar project?+

Normally the licensed contractor performing the work, because the permit is pulled against a contractor's license.
