Why solar deals stall in design and permitting

Selling solar is a conversation. Permitting is a documentation process governed by someone else's rules, and it is the first place after the signature where a deal can sit for weeks without anyone technically doing anything wrong. Three things cause most of it.

Incomplete intake. A set can't be drawn without roof measurements, site photos, the utility bill, the service panel details, and the final equipment selection. When those arrive piecemeal, the delay isn't plan review, it's the days spent chasing a homeowner for a photo of a breaker panel.

Requirements that are local, not national. Every authority having jurisdiction sets its own submission channel, sheet expectations, fee schedule, and stamping rules, and the utility adds a separate interconnection process on top. A set that cleared review in one county can draw corrections in the next one over. This is exactly the knowledge that's expensive to build in-house at low volume and cheap to rent from a partner who submits into many jurisdictions.

Correction notices that sit. Plan review rarely approves on the first pass. What separates a two-week permit from a two-month one is usually how fast the correction notice gets answered, a queue problem, not an engineering one.

Do solar permit plans need a PE stamp?+

It depends on the jurisdiction.
