Home Battery Backup in Suffolk
The SCC approved Dominion's 2026 and 2027 base rate increases and set a higher fuel factor from July 1, 2026. Those are on the bill. A battery's job in Suffolk is the outage, not the order.

Approved: about +$11.24/mo base (Jan 2026) and +$7.97/mo fuel (Jul 2026) on a 1,000 kWh Dominion bill.
The short answer
Suffolk is mostly Dominion Energy Virginia territory (we confirm the utility at your address). In its 2025 biennial review the SCC approved a base increase worth about $11.24 a month for a typical home from January 2026, and another $2.36 from January 2027. A higher fuel factor added about $7.97 a month for a 1,000 kWh customer from July 1, 2026.
A battery doesn't make those charges go away. What it does is keep the circuits you choose running when a nor'easter or summer storm takes the lines down — sized to a critical load panel, with the Dominion interconnection handled.

Three things that are specific to here
What the SCC's 2025 and 2026 Dominion orders put on a Suffolk bill.
Base rates: approved for two years
The SCC's November 2025 final order allowed $565.7 million more for 2026 and $209.9 million more for 2027, against Dominion's request of $822 million and $345 million. For a typical home: about $11.24 a month in 2026 and $2.36 more in 2027.
Fuel: higher since July 1, 2026
The 2026–2027 fuel factor of 3.7648¢ per kWh adds about $7.97 a month for 1,000 kWh. Standard recovery would have added $21.79; the difference depends on a securitization petition the SCC is still reviewing.
Another charge may follow
If the fuel securitization petition is approved, a bond charge could begin in early 2027 on top of the fuel rate. The fuel case was left open pending audit of actual fuel costs.
What a Suffolk battery actually does
A battery doesn't prevent an outage or rewrite a tariff. It decides which circuits keep running until the crew is done.
A battery doesn't dodge per-kWh fuel
Fuel is charged on every kWh you take from the grid. A battery charged from the grid still pays it; only solar charging changes that, and we don't promise savings either way.
It is for the outage, first
What a battery reliably does is keep chosen circuits running when Dominion's lines are down — refrigeration, a well or sump pump, internet, lights and furnace or heat-pump controls.
Grid-tied solar goes dark too
A grid-tied inverter must shut off when the utility does. Keeping circuits up takes a battery and a backup interface; Chesapeake's page covers the Dominion program timeline for solar.
Paperwork with Dominion
A battery running in parallel with Dominion's grid is part of the interconnection. We handle the application rather than leaving it with you.

- Virginia SCC — Order Establishing 2026–2027 Fuel Factor, Case No. PUR-2026-00058 (PDF) — the 3.7648¢/kWh fuel factor from July 1, 2026, the $7.97 and $21.79 comparisons and the pending securitization charge.
What a home battery job with us covers
Installation of storage and the backup circuits behind it, with the siting and utility paperwork handled.
Battery installation
Wall or floor-mounted storage installed to the listing and to the residential code sections that govern where it may go.
Backup and critical load panel
Deciding and wiring which circuits stay live, and which must never be on backup — the choice that defines what an outage feels like.
Integration with existing PV solar
Connecting storage to an array that is already on the roof, including whether the existing inverter supports it.
Transfer switch and disconnection
The equipment that separates the house from the grid during an outage, which is what makes backup legal as well as possible.
Siting to code
Location, clearances, separation and impact protection assessed against the adopted code before anything is mounted.
Permit, inspection and utility approval
The electrical permit, the inspection, and the utility's own approval step where storage touches the service.
This is installation work. No runtime, capacity or incentive figure is quoted before your loads and your utility are confirmed. Coverage is confirmed per service area rather than promised as blanket availability.
What the work actually looks like
A battery job is an electrical job. The panel, the circuits and the disconnection are most of it.

Battery backup in Suffolk, answered plainly
Who is the electric utility in Suffolk?+
Most Suffolk addresses are served by Dominion Energy Virginia; some rural areas may be on a cooperative. We confirm the utility at your address before designing anything.
Did Dominion rates go up in 2026?+
Yes, twice. The SCC's 2025 biennial review order approved a base rate increase of about $11.24 a month for a typical residential customer from January 1, 2026, with about $2.36 more from January 2027. Separately, a fuel factor of 3.7648¢ per kWh took effect for usage on and after July 1, 2026, adding about $7.97 a month for a 1,000 kWh customer.
Could the fuel charge rise again?+
Possibly. The SCC's fuel order notes that if Dominion's fuel securitization petition is approved, customers would also pay a securitization bond charge beginning in early 2027. The case remains open.
Will a battery lower my Dominion bill?+
We don't promise that. Fuel and base charges apply to grid energy whether it runs your house directly or charges a battery. A battery's dependable value in Suffolk is outage backup.
How long will a battery run my house?+
It depends on capacity, the circuits on it and the season. A heat pump in January or central air in August is very different from a refrigerator and lights, so we don't quote runtime before seeing the panel.
Who installs it, and who is responsible afterwards?+
Seamless Home is the licensed contractor of record on the work it runs. Installation is performed by vetted installing partners engaged as our subcontractors, so the permit, the inspection and any correction notice carry one name. Coverage is confirmed per service area rather than promised as blanket availability.
