Drought Stage 1 is a supply story, not a tap shutoff
The 2024 report states Avondale remains in Drought Stage 1 in response to Colorado River drought, notes a Bureau of Reclamation Tier 1 shortage for 2025 operations, and says Stage 1 does not mean mandatory reductions at the tap. Softener sizing still starts from your meter, not the river headline.
Lead service line inventory — October 2024
Avondale completed an initial inventory of more than 26,000 service connections in October 2024, including galvanized lines that may require replacement. Lead's 90th percentile on Avondale's 2022 tap sampling was not detected among 30 sites.
What the 2024 Avondale CCR actually says
Limits are fixed. The results next to them are from the City of Avondale 2024 Water Quality Report — system-level figures, not a reading at your tap. A later report supersedes them.
Arsenic — low on the Avondale side, higher on Phoenix-delivered
For City of Avondale water the 2024 table lists arsenic ND–4.9 ppb (average 2.23) against an MCL of 10. The Phoenix-delivered column shows ND–8.3 ppb (average 6). Both sides meet the MCL; the blend at your address is why a free tap test still matters.
Nitrate — mid-range, not an infant-risk exceedance on the average
Avondale nitrate (as nitrogen) is listed at 2.15–5.96 ppm with an average of 4.03 against an MCL of 10. The report repeats EPA's infant guidance for levels above 10. Households with infants still confirm their own tap rather than treating the city average as a kitchen reading.
Disinfection byproducts — TTHM LRAA 32, HAA5 LRAA 4.7
On the Avondale distribution side, total trihalomethanes show a highest locational running annual average of 32 ppb (sample range 12–65) against an 80 ppb MCL. Haloacetic acids show a highest LRAA of 4.7 ppb (ND–14) against 60. Free chlorine residual averaged about 0.97 ppm (0.4–1.84).
UCMR5 PFAS — detections published, MCLs still coming
Avondale's UCMR5 table (sampling began April 2024, finished January 2025) lists detections including PFOA ND–0.014 and PFOS ND–0.012 in the units the CCR prints, plus lithium 40.7–114 ppb. EPA's enforceable 4.0 ppt MCLs for PFOA and PFOS still have a later compliance date. Confirm the utility on the bill before buying a PFAS filter on a neighbor's reading.
Fluoride and chromium
Fluoride on the Avondale side is ND–1.1 ppm (average 0.27) against an MCL of 4.0. Total chromium is ND–15 ppb (average 4.5) against 100. Neither is Avondale's headline purchase driver.
Monitoring notices in the 2024 report
The CCR includes Tier 3 public-notice language for missed MRDL monitoring in January 2024 and notes intermittent Revised Total Coliform Rule sampling that was corrected in February 2024 with negative results. Those are reporting/monitoring notices, not MCL exceedances for finished-water contaminants in the main tables.
Why Avondale is not Surprise or Peoria with a different ZIP
West Valley cities share rivers and do not share water reports. Surprise addresses on our Surprise page are read through EPCOR's Agua Fria district. Peoria publishes its own municipal CCR. Phoenix is the interconnect partner on roughly one-sixth of Avondale's delivered water — a separate PWS column in the same report, not a reason to paste Phoenix averages onto an Avondale softener quote.
