Home Battery Backup in Harrisonburg
Harrisonburg has its own electric utility, HEC, with its own net metering rules — Dominion's don't apply — and some of the shortest outages in the region. A battery here is insurance for the rare long one.

HEC 2025: 17.9 minutes of outage per customer (regional average 68.7) — and a February ice storm.
The short answer
Inside city limits, Harrisonburg is served by the Harrisonburg Electric Commission (HEC), not Dominion. Dominion net metering does not apply: HEC credits solar exports at the retail rate up to 100% of annual use, and at its avoided wholesale cost beyond that.
HEC's 2025 outage total was about 18 minutes per customer, against a regional average near 69. So a battery is less about frequent outages than the rare long one — like the February 2025 ice storm — and the loads that can't wait: a well pump, medical equipment, a home office.

Three things that are specific to here
What HEC's own rules and its 2025 reliability report mean for a Harrisonburg home.
A city-owned utility, not Dominion
Inside city limits, power comes from the Harrisonburg Electric Commission (HEC), which has served the city for nearly 70 years and has more than 20,000 customers. HEC states plainly that Dominion net metering does not apply in the City of Harrisonburg.
HEC's own net metering rule
Solar exports are netted against your monthly use and credited at the retail rate while the system generates less than 100% of annual usage. Up to 200% is allowed, but anything over 100% is credited at HEC's avoided cost of wholesale power.
Outages are short — mostly
HEC's 2025 SAIDI was 17.9 minutes per customer against a regional 68.7. The exceptions were a February 6, 2025 ice storm (11 outage events between 5 and 9 a.m., all restored by 11 a.m.) and an August tree strike that left 1,479 customers out for 133 minutes.
What a Harrisonburg battery actually does
A battery doesn't change HEC's net metering credit. It decides which circuits keep running when the lines are down.
Size solar to your use, then add storage
Because generation beyond 100% of annual use earns only avoided cost, HEC recommends confirming sizing with its engineering department before signing a solar contract. In August 2024 HEC also capped its net metering program at no more than $300,000 of estimated net cost a year, so confirm with HEC before committing. A battery doesn't change the credit — it changes what stays on in an outage.
Backup is the honest reason
On a monthly retail-rate net, storing midday solar for the evening earns no more credit than exporting it. A battery's dependable value in Harrisonburg is keeping a well pump, refrigerator, internet, medical equipment or heat-pump controls running through the rare long outage.
Grid-tied solar goes dark too
A grid-tied inverter must shut off when HEC's lines are down. Keeping circuits up takes a battery and a backup interface, and HEC has to approve the system size before installation.
Check who's at the door
HEC warns that people have falsely claimed to sell solar on its behalf, and says door-to-door sales representatives are not affiliated with it. Its engineering department answers net metering questions directly.
Harrisonburg next to the rest of Virginia
Most Virginia pages on this site are about Dominion — Richmond covers Dominion's net metering sizing rule, which doesn't apply here — or Appalachian Power, as in Roanoke and Lynchburg. Harrisonburg is the city-utility exception. Its tap water has its own page: Harrisonburg water quality.

What a home battery job with us covers
Installation of storage and the backup circuits behind it, with the siting and utility paperwork handled.
Battery installation
Wall or floor-mounted storage installed to the listing and to the residential code sections that govern where it may go.
Backup and critical load panel
Deciding and wiring which circuits stay live, and which must never be on backup — the choice that defines what an outage feels like.
Integration with existing PV solar
Connecting storage to an array that is already on the roof, including whether the existing inverter supports it.
Transfer switch and disconnection
The equipment that separates the house from the grid during an outage, which is what makes backup legal as well as possible.
Siting to code
Location, clearances, separation and impact protection assessed against the adopted code before anything is mounted.
Permit, inspection and utility approval
The electrical permit, the inspection, and the utility's own approval step where storage touches the service.
This is installation work. No runtime, capacity or incentive figure is quoted before your loads and your utility are confirmed. Coverage is confirmed per service area rather than promised as blanket availability.
What the work actually looks like
A battery job is an electrical job. The panel, the circuits and the disconnection are most of it.

Battery backup in Harrisonburg, answered plainly
Who is the electric utility in Harrisonburg?+
Within city limits, the Harrisonburg Electric Commission (HEC), the city's own utility. Outside the city you may be on Dominion Energy or Shenandoah Valley Electric Cooperative, and an SCC-approved boundary adjustment lets HEC serve some Rockingham County customers on the south end of town. We confirm the utility at your address before designing anything.
Does Dominion's net metering apply in Harrisonburg?+
No. HEC says Dominion net metering does not apply in the City of Harrisonburg. HEC runs its own program: exports are netted against monthly use, credited at the retail rate while generation is under 100% of annual usage, and at HEC's avoided cost of wholesale power for anything between 100% and 200%.
How reliable is HEC's power?+
Very, by its own reported indices. HEC's 2025 Annual Report gives a SAIDI of 17.919 minutes (regional average 68.74) and a SAIFI of 0.171 (regional 0.61). Its average restoration time rose slightly above the regional figure in 2025 because of the February ice storm and an overnight tree strike in August.
Is a battery worth it with outages that short?+
For many homes, a battery is insurance for the rare long event rather than a daily need. It makes most sense where an outage costs more than inconvenience: a well pump, medical equipment, a home office or a freezer full of food. We'll say so if your house doesn't need one.
Will a battery lower my HEC bill?+
We don't promise that. Under HEC's monthly netting at the retail rate, shifting solar into a battery instead of exporting it doesn't earn more credit. A battery's value in Harrisonburg is backup.
Who installs it, and who is responsible afterwards?+
Seamless Home is the licensed contractor of record on the work it runs. Installation is performed by vetted installing partners engaged as our subcontractors, so the permit, the inspection and any correction notice carry one name. Coverage is confirmed per service area rather than promised as blanket availability.
