Where Mesa water comes from

Three plants and thirty-four wells feed three zones. This is the part a national filtration site cannot tell you, and it is why a City Zone neighbour and a Signal Butte neighbour are not on the same water.

City Zone — Salt and Verde Rivers via SRP

Treated at Val Vista, a plant Mesa jointly owns with Phoenix. About 40 percent of Mesa's 2025 supply. Conventional filtration, fluoridation, chlorine dioxide and chlorine. This is the softer of the two surface-water mixes, which is why the City quotes City Zone hardness around 12 gpg.

Eastern and Southern Zones — Colorado River via CAP

Treated at Brown Road (conventional) and Signal Butte (ballasted flocculation plus ozone). About 52 percent of 2025 supply. Long open-canal transit in a hot climate is why disinfection byproducts show up in the report, and why Eastern/Southern hardness is quoted around 16 gpg.

Thirty-four deep aquifer wells

Eighteen in the City Zone and sixteen in the Eastern and Southern Zones, about eight percent of 2025 supply between them. Wells are the arsenic and hardness wild card: at certain times of year some customers receive groundwater only, which is why a neighbour's test is not yours.

What is in the system, and what the 2025 report actually says

Federal Maximum Contaminant Levels are fixed. The ranges next to them are from the City of Mesa 2025 Water Quality Report for PWS ID AZ0407095 — system-level figures, not a reading at your tap. A later CCR supersedes them.

Arsenic

Naturally occurring in East Valley groundwater. The federal Maximum Contaminant Level is 10 ppb. Mesa's 2025 report lists a range of 0.8 to 8.8 ppb for calendar year 2025 — below the MCL, and not zero. Reverse osmosis is the residential treatment that addresses dissolved arsenic; a carbon pitcher does not.

Total trihalomethanes (TTHM)

A disinfection byproduct, not a source-water pollutant. The federal MCL is 80 ppb. The 2025 report lists a highest locational running annual average of 57 ppb and a sample range of not-detected to 64.09 ppb. Activated carbon addresses it; a softener does not.

Haloacetic acids (HAA5)

The other regulated family of chlorine byproducts. The federal MCL is 60 ppb. The 2025 report lists a highest locational running annual average of 25 ppb and a sample range of not-detected to 19.6 ppb. Activated carbon is the matching treatment.

Chromium (total)

The 2025 report reprints the most recent chromium sampling (2021) as not-detected to 24.7 ppb against a federal MCL of 100 ppb. Hexavalent chromium has no separate federal MCL. Reverse osmosis is the residential option for dissolved chromium.

Hardness — and why the range is so wide

The City's own FAQ is the useful local fact: City Zone supply averages about 12 grains per gallon; Eastern and Southern Zones average about 16. The 2025 aesthetic table lists total hardness from 6.6 to 433 ppm (0.4 to 25 gpg) because the city blends surface water and wells in different proportions by zone and by season. That is not a measurement at your tap.

The residential option for dissolved inorganics — arsenic and chromium among them. Under-sink for drinking and cooking. It is not a whole-house answer to hardness.

Activated carbon

Targets chlorine byproducts and the taste that comes with them. It does not remove arsenic and it does not soften water.

Ion-exchange softener

The answer to Mesa hardness, especially in the Eastern and Southern Zones. It is a plumbing modification, and it adds sodium, which matters to some households. Sequence with RO if both are justified.

Do I need a whole-house system or a filter at the sink?+

They solve different problems. Point-of-use reverse osmosis handles what you drink and cook with. A softener handles what your plumbing and water heater experience. Plenty of Mesa houses need both, and plenty need neither. Sequence matters, because treatment order affects how each stage performs.

Does a pitcher filter fix Mesa water?+

A carbon pitcher improves taste and reduces chlorine byproducts. It will not meaningfully reduce arsenic, and it does nothing for hardness. If white scale is why you are looking, a pitcher does not touch the problem.
