Treated at Norfolk's Moores Bridges plant
From Lake Prince, water is pumped to Norfolk's Moores Bridges Water Treatment Plant for filtration and disinfection, then delivered into Virginia Beach's distribution system. Treatment and distribution are related but not the same utility responsibility — which is why Virginia Beach publishes its own Water Quality Report under PWS ID VA3810900.
Distribution sampling in Virginia Beach
The City samples throughout its own distribution system. An average of dozens of bacteriological samples are analyzed monthly. Plant treatment does not erase the possibility of byproducts forming as water sits in warm coastal mains.
What the 2026 report actually says
Federal Maximum Contaminant Levels are fixed. The ranges next to them are from the City of Virginia Beach 2026 Water Quality Report (January–December 2025 testing) for PWS ID VA3810900 — system-level figures, not a tap reading.
Total trihalomethanes (TTHM)
A disinfection byproduct. The federal MCL is 80 ppb as a locational running annual average. The 2026 report (CY2025 data) lists a sample range of 13 to 51 ppb, an average of 30 ppb, and a highest locational running annual average of 37 ppb. Activated carbon addresses it; a softener does not.
Haloacetic acids (HAA5)
The other regulated chlorine-byproduct family. The federal MCL is 60 ppb. The report lists a sample range of 13 to 35 ppb, an average of 24 ppb, and a highest locational running annual average of 29 ppb. Activated carbon is the matching treatment.
Nitrate as nitrogen
The report lists 0.05 to 0.20 ppm with an average of 0.10 ppm against a federal MCL of 10 ppm. That is a very different nitrate story from West Valley Arizona wells — and it is why we do not copy Arizona contaminant lists onto a Hampton Roads page.
Hardness — soft to slightly hard
The report lists hardness of 48 to 74 ppm with an average of 56 ppm. The City's own note: enough hardness for soaps to work, not so much that it interferes with most industrial uses. Divide by 17 for grains per gallon — roughly 2.8 to 4.3 gpg. That is not East Valley Arizona water.
Lead at the tap
Lead compliance is measured at customer taps, not at the plant. The report's lead and copper table shows a 90th percentile of 0 ppb against an action level of 15 ppb. Plumbing inside the house can still matter; the utility cannot control every fixture.
