Roof Recover vs. Tear-Off: What the Code Actually Allows

Quick answer

A roof replacement means removing the existing layers down to the deck. A roof recover means installing the new covering over the old one, and the International Residential Code permits it only in defined circumstances — most commonly where the new covering's manufacturer instructions allow it. Section R908.3.1.1 then rules a recover out entirely in three cases: where the existing roof or covering is water soaked or has deteriorated enough that it is no longer an adequate base; where the existing covering is slate, clay, cement or asbestos-cement tile; and where the roof already carries two or more applications of any type of covering. So the practical test is not what the quote says. It is what is already up there and how many times. Where solar is on the roof or planned for it, the question moves earlier still, because the number of layers changes what an attachment is fastening into and how the array has to be handled.

Two quotes arrive for the same roof. One is meaningfully cheaper and says the new shingles go over the existing ones. The obvious question is whether that is a good idea. The prior question — and the one that decides it — is whether it is permitted at all.

The International Residential Code treats this as two distinct operations with two different names, and the difference is not stylistic.

  • A roof replacement includes the removal of the existing layers of roof covering down to the roof deck. That is the definition in Section R908.3, and it is the baseline.
  • A roof recover is the installation of a new covering over an existing one. It is permitted only in the circumstances Section R908.3.1 sets out, and prohibited outright in the circumstances Section R908.3.1.1 sets out.

Everything else in this post follows from the fact that the permissions and the prohibitions are separate lists, and the prohibitions win.

When a recover is permitted

R908.3.1 allows a new covering over an existing one where any of a handful of conditions apply. The ones that matter on a typical house:

The manufacturer's approved instructions allow it. This is the most common route, and it is worth being precise about what it means. The permission comes from the instructions for the new covering, and it will carry its own conditions — deck condition, the number and type of existing layers, fastener length, ventilation. The instructions are a document somebody has to have read, not a general assumption that shingles can go over shingles.

The new system is complete and separate. Standing-seam metal roof systems designed to transmit roof loads directly to the building's structural system, without relying on the existing roof for support, do not require removal of the existing covering.

Specific coverings over wood shake. Metal panel, metal shingle, and concrete and clay tile coverings are permitted over existing wood shake roofs where applied in accordance with Section R908.4 — which requires that where the new covering creates a combustible concealed space, the entire existing surface be covered with gypsum board, mineral fiber, glass fiber or another approved material, securely fastened.

Recoating. A new protective coating over certain existing membrane and coating systems is permitted without tear-off.

Note what is not on that list: "the roof looks fine" and "the homeowner would prefer to spend less."

The three conditions that rule it out

R908.3.1.1 is the section to read first, because it applies regardless of anything in R908.3.1. A roof recover is not permitted where any of these occur:

  1. The existing roof or covering is water soaked, or has deteriorated to the point that it is not adequate as a base for additional roofing.
  2. The existing covering is slate, clay, cement or asbestos-cement tile.
  3. The existing roof has two or more applications of any type of roof covering.

Three observations that change how this reads in practice.

Only one of the three is about layers. The other two rule out a recover on a roof with a single layer. Condition and material are independent tests, and the first of them — water soaked or deteriorated — is a judgement somebody has to make from the roof, not from the driveway.

"Any type" means any type. A layer of architectural shingles over a layer of three-tab is two applications. So is shingles over roll roofing. The count is of applications of covering, not of products of the same kind.

This is not a permission to have two layers. It is a prohibition on creating a third. The code's own baseline in R908.3 is removal down to the deck; the recover is the exception, and the exception closes once there are two.

One more thing the code is explicit about

Section R908.2 requires that the structural roof components be capable of supporting the roof covering system and the material and equipment loads encountered during installation. A recover adds permanent dead load to a structure that was sized for one covering. On most houses with one existing layer of asphalt shingles that is unremarkable; on a heavier new covering, or where an array is also going up, it is a question with an answer rather than an assumption.

What a tear-off buys that a recover cannot

The code question settles whether a recover is allowed. Whether it is wise is a different question, and it turns almost entirely on information.

A tear-off exposes the deck. That is the only moment in a twenty-year cycle when anyone can see rot at the eaves, delamination, failed or missing fasteners, prior repairs, or damage from a leak that was patched from below. A recover buries all of it for the life of the new covering, and the next person to find out is whoever tears off in 2046.

It also lets the assembly be built correctly rather than adapted. Underlayment against a clean deck. Flashings reconstructed to the manufacturer's instructions, which Section R908.6 requires in any case. Valleys and penetrations detailed rather than worked around. Section R908.5 is worth knowing here too: existing flashings, edgings, outlets, vents and similar devices that are part of the assembly must be replaced where rusted, damaged or deteriorated — a requirement that applies to reroofing generally and is easier to satisfy honestly with the old covering off.

And it removes the added dead load, which matters more the heavier the new covering is.

The honest case for a recover is that it is faster, cheaper on the day, and legitimate where the code permits it and the deck is genuinely sound. The dishonest case for a recover is that nobody has been up to check.

The ice barrier exception

One narrow exception sits inside R908.3 and it is frequently misread. Where the existing roof assembly includes an ice barrier membrane adhered to the roof deck, that membrane is permitted to remain in place and be covered with an additional layer of ice barrier membrane in accordance with Section R905.

That is a permission about one specific component, in one specific condition — adhered to the deck — and not a general licence to leave underlayment behind on a tear-off.

Where solar changes the calculation

This is where a roofing decision stops being only a roofing decision.

An array on the roof has to come off before the covering underneath it can be replaced, and go back on afterwards. That is a separate scope — a detach and reset — with its own labour cost, its own electrical work, its own inspection in many jurisdictions, and its own argument about who pays for it. It is the part of the job most likely to be underestimated by everyone involved.

Three consequences follow.

The roof's remaining life becomes a solar question. If a covering has five years left and an array is going up now, the detach and reset is not avoidable — it is scheduled. Sequencing the roof first converts a future two-part project into a single one. The survey that establishes the covering type, the number of layers and the approximate age is the document that decides it, and it belongs before the array is designed rather than after.

Layers change the attachment. A mount has to reach a structural member and be flashed into the water-shedding plane. How the attachment is made depends on what is between the bracket and the rafter — a second layer changes the fastener length and the flashing detail, and a recover performed over an existing array is a poor idea for exactly this reason.

Two companies on one roof is the classic liability problem. When a leak appears at a penetration after a roofer and a solar crew have both worked on the same plane, establishing which one caused it is expensive and frequently inconclusive. One contract with one responsible party removes the dispute rather than resolving it.

The sequence that works

  1. Get somebody on the roof. Covering type, number of layers, approximate age, deck condition at the eaves and around penetrations.
  2. Apply R908.3.1.1 first. Water soaked or deteriorated, tile, or two or more applications — any one of them ends the recover conversation before the price conversation starts.
  3. If a recover is still on the table, read the new covering's instructions, because that is where the permission comes from and where its conditions live.
  4. Check the adopted edition. Jurisdictions amend Chapter 9, and some are stricter than the model code. The version that governs is the one your jurisdiction has adopted.
  5. Pull the permit and keep the deck inspection. Where a tear-off is involved, the inspection on the exposed deck is the only verification anyone gets.
  6. Settle the solar sequence before either trade starts — roof first if the covering is near end of life, array first only if the roof has real life left.

Who owns this

The failure mode in this area is not usually a bad roof. It is two competent trades working on the same plane under two contracts, with the homeowner holding the gap between them.

A roof replacement removes the existing layers down to the deck. Only one of those three is a counting exercise. The other two require somebody to have looked. And where an array is on the roof or planned for it, the decision belongs at the start of the project, because the panels are coming off either way — the only question is whether that happens once or twice.

Frequently asked questions

Can you put a new roof over an old one?

Sometimes, and the code sets the conditions rather than leaving it to preference. IRC Section R908.3.1 permits installing a new covering over an existing one in defined cases — notably where the new covering is installed in accordance with its manufacturer's approved instructions, where the new system is a complete and separate roofing system such as a standing-seam metal roof that transmits loads directly to the structure without relying on the existing roof, and for certain coverings over existing wood shake roofs. Outside those cases the default in Section R908.3 is removal down to the deck. And the permissions in R908.3.1 do not survive the prohibitions in R908.3.1.1, which apply regardless.

How many layers of shingles can a roof have?

Under IRC Section R908.3.1.1 a roof recover is not permitted where the existing roof already has two or more applications of any type of roof covering. That is a prohibition on adding a third, not a permission to have two — the code's baseline in R908.3 is that a roof replacement removes the existing layers down to the deck. It is also worth reading the wording carefully: it says two or more applications of any type, so a layer of shingles over a layer of roll roofing counts the same as two layers of shingles. Individual jurisdictions amend Chapter 9, and some are stricter, so confirm against the edition your jurisdiction has actually adopted.

Why would a recover not be allowed even if there is only one layer?

Two of the three prohibitions in R908.3.1.1 have nothing to do with the number of layers. The first is condition: where the existing roof or roof covering is water soaked or has deteriorated to the point that it is not adequate as a base for additional roofing, a recover is out. That is an assessment of the deck and the existing covering, which is why it needs to be made by somebody who has been on the roof rather than from a photograph. The second is material: slate, clay, cement and asbestos-cement tile cannot be recovered over. Either of those rules out a recover on a roof carrying a single layer.

Is a tear-off always better than a recover?

Not always, but it answers questions a recover leaves open. A tear-off exposes the deck, which is the only way to find rot, delamination, failed fasteners or previous damage before the new covering hides them for another twenty years. It also lets the underlayment and flashings be installed against a clean surface, and it removes the added dead load a second layer imposes. A recover is faster and cheaper on the day and is a legitimate choice where the code permits it and the deck is sound. Where solar is in the picture the balance shifts toward tear-off, because the array is coming off either way and the labour to remove and reinstall it is the expensive part of the job.

Does the ice barrier have to come off in a tear-off?

Section R908.3 carries an exception for exactly this. Where the existing roof assembly includes an ice barrier membrane adhered to the roof deck, that membrane is permitted to remain in place and be covered with an additional layer of ice barrier membrane in accordance with Section R905. It is a narrow exception about one specific component, not a general permission to leave material on the deck, and it applies to an adhered ice barrier rather than to ordinary underlayment.

How does solar change the decision?

It changes the timing more than the answer. Panels have to come off before a covering underneath them can be replaced, and go back on afterwards, which is a separate scope with its own cost and its own liability boundary. That makes the roof's remaining service life a question to settle before the array goes up rather than eight years into it. It also affects the attachment: a mount has to reach the structural member through whatever is on the deck, and a second layer changes both the fastener length and the flashing detail. Where a roof already carries two layers and the array is planned, the sequence that avoids the most expense is tear-off first, array second.

Do I need a permit to reroof?

In most jurisdictions yes, and the inspection is usually the point of it. A reroof permit typically triggers at least one inspection, and where a tear-off is involved that inspection is commonly on the exposed deck before the new covering goes down — which is the only moment anyone can verify the deck's condition and the fastening. Requirements vary by jurisdiction, so this is a question for the building department rather than a general rule, but a reroof performed without a permit becomes a disclosure problem at resale and can complicate an insurance claim on the same roof later.
