What does interconnection actually decide?
Interconnection is the utility's approval to connect a generating system to its grid. The jurisdiction decides whether the installation is safe and code compliant. The utility decides whether its grid will accept what that installation produces, at that address, on that service.
Neither one waits for the other. A project can hold a valid permit and a passed final inspection and still not be allowed to switch on. Most schedules are built as though permitting is the long pole, and on a meaningful share of projects the utility track is the one that decides the date.

The bottom row is the one that surprises people. The permit track is decided by what was drawn, and a drawing can be corrected. The utility track is decided by whose name is on the account, and that is a fact about the property rather than about the design. It cannot be corrected by redrawing anything.

What the scope includes
Eight items. The first four happen before anything is filed, and they are where most avoidable failures are removed.
Account identity verified before filing
The name on the utility account, the service address in the utility's format, and the account number, matched against the utility's own records rather than against the sales agreement. A mismatch does not usually bounce. It sits, which is worse, because nothing tells the project it has stopped.
Signing authority established
Whoever signs has to be the customer of record or hold written authority from them. Trusts, company-held property, tenancies and recently sold homes each resolve differently, and each is discovered at filing rather than at sale unless somebody looks first.
Equipment checked against the utility's list
Utilities maintain their own accepted equipment lists, and acceptance is a separate question from code compliance. A module or inverter that passes plan review can still be refused on the interconnection side, and certification editions turn over on their own schedule.
System size tested against the service
Utilities limit what a site may export, and the limit is derived from the service and the account history rather than from the roof. A design that clears structural and electrical review can still exceed what the utility will approve for that address.
Application filed and tracked to a named owner
Filed with the correct supporting documents for that utility, then tracked. An interconnection queue rarely reports progress, so the only reliable signal is somebody whose job is to ask, on a cadence, with the reference number in hand.
Conditions and revisions answered
Approvals commonly arrive conditional. Answering a condition quickly is what keeps the position in the queue, and a condition left for the next weekly review has spent a week of a clock that was already running.
Storage handled as its own modification
Adding a battery reopens an approved interconnection, because what the utility approved was an export profile rather than a roof. Exporting and non-exporting configurations are reviewed differently, and the modification is a filing rather than a note.
Carried through inspection to permission to operate
A passed final inspection is not permission to operate. The utility still has its own steps, commonly including a meter exchange and its own verification, and each has an owner who is not the installer. The system may not be energised until that is finished.
Why a stalled application is harder than a rejected one
A permit rejection arrives as a correction notice. It names the problem, it is addressed to somebody, and it starts a task. Whatever else is wrong with it, it is information.
An interconnection application that has stopped moving produces nothing at all. It looks exactly like one that is progressing normally, and it will keep looking that way for as long as nobody asks. Projects are commonly discovered to have been stopped for weeks, and the discovery is almost always made by a person rather than by a system.
That asymmetry is the argument for treating interconnection as an owned scope rather than as a form somebody submitted. The work that matters is the verification before filing and the tracking afterwards, and neither is visible in a project plan that records only the submission date. Who signs a solar interconnection application?+
The customer of record on the utility account, or somebody holding written authority from them. This is the single most common avoidable rejection, because the person who signed the solar agreement is not always the person the utility has on file. Recently sold homes, property held in a trust or a company, tenancies where the occupant is the account holder, and accounts still in a builder's name on new construction all separate the two. The check is reading the name on a current utility bill, and it takes a couple of minutes at survey.
Why do interconnection applications get rejected or stall?+
In rough order of frequency: the account details do not match the utility's records, the signer lacks authority, the equipment is not on the utility's accepted list, the proposed system exceeds what the utility will approve for that service, or a required document for that specific utility was missing. The pattern worth internalising is that most of these are knowable before filing and none of them are discovered by waiting. An application that has stopped moving usually looks identical to one that is progressing normally, which is why tracking has to be active rather than passive.
How long does solar interconnection take?+
It varies by utility, by the volume in front of you in the queue, and by whether the application is complete on arrival, so any single number would be misleading. The useful framing is that the duration is mostly outside your control and the completeness of the filing is entirely inside it. Applications that arrive complete and correctly signed move at the queue's pace. Applications with a defect wait for the review that finds the defect, then start again behind it, and that second wait is the one that damages a schedule.
Does adding a battery need a new interconnection application?+
Usually a modification to the existing one, and it is a filing rather than an informal note. What the utility approved was an export profile, not a roof, so changing what the site can put onto the grid reopens the approval. Whether the storage is configured to export or is prevented from exporting changes how it is reviewed, and often changes how much scrutiny it receives. Storage also adds reviewers on the jurisdiction side, which is a separate matter from the utility filing and runs on its own clock.
