What is the inspector actually comparing?

A solar inspection asks one question: does the installation match what was approved, and does it comply with the code this jurisdiction has adopted. The inspector is comparing the work to a document, not evaluating it from first principles.

That reframes where inspections are won. If the approved set is correct and the crew built to it, the visit is short. Most failures trace back to a change made in the field for a sound practical reason, where the paperwork did not follow.

What the scope includes

Eight items. Six of them are settled before a crew is scheduled, which is the whole argument for treating inspection readiness as design work.

Built to the approved set, not to the proposal

The inspector inspects against what was approved. A module count changed on the day, a disconnect relocated for convenience or a substituted inverter puts the installation out of agreement with the permit, and the correction is a revision rather than a note.

Labelling and signage complete before the visit

Placards, equipment marking and disconnect identification are among the most common single-item failures, and among the cheapest to prevent. They are also the ones a crew is most likely to consider finished when they are not.

Access pathways and setbacks as approved

Roof access and clearance requirements are interpreted with real variation between departments, and the approved plan set is the record of which interpretation applies here. Building to the general rule rather than to the approved drawing is a recurring failure.

Rapid shutdown demonstrable, not just installed

The inspector may want the function shown rather than asserted. That means the initiation device is where the drawing says, it is labelled, and somebody on site can operate it and explain it.

Structural work matched to the letter

Where a structural review was required, the installed attachment pattern, spacing and hardware have to match what was reviewed. A letter written against the original layout does not carry over to a layout that changed after it was written.
